The HDT calculates the number of new homes built, as a percentage of the number of homes needed over the past three years.

Whilst the HDT is intended to punish local planning authorities for poor housing deliver. However it can have severe implications for the status of Neighbourhood Plans by rendering some policies 'out of date'.
